Can you pre-order Aniimo on consoles?

The Collector's Edition pack runs $20 on console. That gets you exclusive in-game accessories and the Collector's Companion Guide. Accessories are cosmetic gear, so this is a head-start-and-vanity purchase rather than a power spike you need to stay competitive.

If you were planning to buy at launch anyway, the decision is whether the bundled starting items are worth the step up from the base game. They arrive with you on day one, which makes them most useful to someone who intends to play from the opening hours rather than pick the game up months later.

What Xbox pre-orders add

Xbox Series X pre-orders carry an extra on top of the edition bonuses: an exclusive Xbox-themed accessory called the Doggo Dude. It is tied to the platform, so buying the same edition elsewhere will not get it. If you own more than one console and are deciding where to put your Aniimo hours, that is the one piece of content the choice actually locks.
