Can Minespine use skills while tunneling?
Minespine can cast skills while tunneling as well as above ground.
Tunneling does not shut off your skill bar, so you can keep casting while underground. You do not have to surface before you use a skill, and switching between the two states does not change what you can cast.
Mind Spawn and Minespine work the same way: both can cast skills in the tunneling state. For Mind Spire, its core skill works both while tunneling and above ground.

Not settled: For Mind Spire, only its core skill is confirmed to work in both states. Whether its other skills can also be cast while tunneling is not settled.
